Any good designer, worth his or her salt, will do whatever they can to show you what they have created. A portfolio is a collection of what a designer has designed and what a developer has developed. A portfolio will tell you quite a bit about a person: It will tell you what their style is like, what type of sites they like to create and the level of their development skills.
